It really gets under the skin of Atlantic Council national security expert Evelyn Farkas that people always push back on NATO expansion because it might offend Russia.  Even Donald Trump started doing it after his Helsinki meeting with Vladimir Putin when he questioned the idea of Montenegro joining.  (We wonder where he got that idea.).
